They clearly state that they prefer a family member to manage a memorial over a non family member. 					<description><![CDATA[I requested a memorial transfer for my grand uncle and I got back from the manager of the memorial you do not meet the transfer guidelines well the person is not related and also not from the area and has only been on for about two and three quarter years and manages 4479 which of those they added 3526 memorials.
Just like a few years back I requested to manage my great grandmothers sister and I got back you do not meet the transfer guide lines and this person is not related at all and they manage 168,567 memorials which they added 136,342 memorials.]]></description>

Hi Anthony.  You can only add parents and spouses.  So, if you add the parents to the half sibling, that should do it.  Hopefully this helps.
